Council Members

Dale B. Billingsley, Ph.D., is Professor of English in the College of Arts and Sciences and University Vice Provost for Undergraduate Affairs at the University of Louisville. He received his B.A. in English and history from Texas Christian University (1972), was a Rotary International Fellow at the University of St. Andrews, Scotland (1972-73), and returned to the United States for graduate study in Renaissance literature at Yale University, where he earned the M.A. (1974), M.Phil. (1975), and Ph.D. (1977). He joined the English faculty of the University of Louisville in 1978. During his tenure, Dr. Billingsley has held a variety of leadership positions including director of freshman interdisciplinary studies, director of undergraduate studies in English, director of the university honors program, acting assistant provost for internal affairs, acting associate provost for institutional effectiveness and assessment, associate university provost for undergraduate affairs, chair of the Faculty Senate, and faculty trustee on the University Board of Trustees. He has been active in student development and student life projects throughout his career. As university vice provost for undergraduate affairs (since 2007), he serves as the provost's liaison to the faculty senate and to the undergraduate academic units. He is the university's liaison to Metropolitan College, the Council on Postsecondary Education for undergraduate academics, Jefferson County Public Schools, and various related agencies.

Diane Calhoun-French, Ph.D. (Chair) is Provost and Vice President for Academic and Student Affairs Jefferson Community and Technical College chairs the Metropolitan College Council. Dr. Calhoun-French joined the faculty of JCTC in 1981 teaching English, speech and humanities. In her 23 years at JCTC, Dr. Calhoun-French has enthusiastically served in numerous leadership positions. Her dedication to the College’s success is demonstrated not only by the countless hours she works throughout the week, but also through her financial support. Throughout her tenure, Dr. Calhoun-French has financially supported many initiatives including the Seminary Building Renovation, the Partners In Progress Campaign, and her most recent commitment to the Fulfilling the Promise Campaign.

Carolyn Gatz (former member) is the Founder and Director of the Greater Louisville Project, an ongoing collaborative among five philanthropic foundations that provides research and community agenda setting related to impact of the creation of the new Metro Louisville government in 2002. Ms. Gatz commissioned and published “Beyond Merger: A Competitive Vision for the Regional City of Louisville” from The Brookings Institution Center on Urban and Metropolitan Policy and convened Best Practice seminars that produced “Lessons from the Best Run Cities in America.” Ms. Gatz served as the Special Assistant to the Mayor, City of Louisville from 1991-2000 and designed and led large-scale initiatives in community development, workforce, training, school-to-career and the reinvention of local government. Ms. Gatz serves on the board of directors of Norton Healthcare, University Medical Center Inc., KentuckianaWorks; Career Resources, Inc.; Ms. Gatz was a Womeṉs Leadership Fellow, 1990 – 1991 and holds a Master of Public Administration, John F. Kennedy School of Government, Harvard University, Cambridge, MA; and a BA, St. Mary’s College, University of Notre Dame, South Bend, IN.

David Howarth, Ph.D. (former member) is Associate University Provost and Professor of Geography and Geosciences at the University of Louisville. His duties as Associate Provost include responsibility for external academic partnerships and academic personnel issues. His teaching and research interests are in meteorology, climatology, hydrology and geographic education. Dr. Howarth joined the University faculty in 1979 and has served in various leadership positions during that time. He received his B.A. from Wittenberg University, an M.A. from Western Michigan University and Ph.D. from Ohio State University.

Dana Jackson is the Executive Director of the Annie E. Casey Foundation’s Making Connections Louisville Initiative. Making Connections is an initiative that has at its center improving outcomes for some of the nation’s most vulnerable children and families. In her role as Executive Director she has helped spark a powerful movement to strengthen family and community supports to improve the odds for vulnerable children and families. Dana has developed and coordinated relationships with strategic partners and potential co-investors; worked to build the capacity of residents and neighborhood leaders to use data to improve conditions in their community and is also part of the Louisville team that is helping to identify potential opportunities for Making Connections to impact, leverage, and influence a family strengthening movement in Louisville. Previously Dana served as a Deputy Commissioner of the Department for Community Based Services in the Cabinet for Families and Children, the state's social services umbrella agency. Prior to her tenure as Deputy Commissioner she was the State Director of the Division of Protection and Permanency, which is the state's child welfare and adult protective services arm of the Cabinet. Dana also served the Cabinet in the capacity of State Director for the Division of Child Care, where she oversaw the state's certified and registered child care programs, as well as administered the child care subsidy program. She has a long history of working in the area of family/neighborhood strengthening and community organizing. Dana is a Magna Cum Laude graduate with B.A. degrees in Child Development and Psychology and a M.A. degree in Psychology from Spalding University. She is also a 2007-08 Annie E. Casey Foundation Children and Family Fellow.

Daniel Minesinger is the District Human Resources Manager for the UPS Air District. Daniel began his UPS career in 1985 as a part-time employee loading and unloading trailers in the San Antonio, Texas facility. In one year's time, he was promoted to a part-time supervisor. While in San Antonio, Daniel held operations and support positions, including Package Operations Manager, Employee Relations Manager, Health and Safety Manager and Training and Development Manager. In February 2003, Daniel relocated to Little Rock and was promoted to Mid-South District Human Resources Manager with responsibility for all facilities in Arkansas, North Mississippi and metro-Memphis, Tennessee. Two years later, Daniel relocated to Louisville, Kentucky to his current assignment as the Air District Human Resources Manager. His current responsibilities include Workforce Development, Health & Safety, Employee Relations and Employee Services. Daniel holds a Bachelors Degree in Human Resources Management.

Kelli Stamper (former member) is the Workforce Development Manager for UPS. She began her career with UPS in 1984 as a part-time 1DA employee while attending College at Indiana University Southeast where she earned a Bachelor of Science Degree in Business Administration. During her 23 years of service with UPS Kelli Stamper has held various positions in Human Resources in the areas of Employee Relations, Employee Services and Workforce Development. Kelli Stamper currently is a member of GuardiaCare Services Board of Directors and in the past supported other non-profit organizations such as the Center for Accessible Living and Maryhurst.

Mary Gwen Wheeler currently serves as Secretary of the Cabinet for Health and Family Services for Louisville Metro Government. The cabinet’s mission is to maximize the health and human potential of the Louisville metro community through the work of the Community Action Partnership, the Health Department, Family Health Centers, Inc., KentuckianaWorks and Louisville Metro Human Services. Prior to her current position, Ms. Wheeler managed five JTPA employment and training programs for New York’s Chinatown Planning Council; taught English as a second language in Hong Kong; worked ten years with the National Center for Family Literacy as a project manager and vice president of planning and development. Ms Wheeler also serves on the board of directors for the Prichard Committee; Louisville Metro Board of Health; University of Louisville, Institute for Bioethics Advisory Board, Jefferson County Public Schools Adult Education Advisory Board; KentuckianaWorks; University of Louisville Signature Partnership Board of Advisors; National League of Cities, Education, Policy Advisors Network Advisory Committee; Hazelwood Iroquois Coalition; Success By Six, Trustee. Ms. Wheeler is a member of the American Society of Public Administrators and has received the Women4Women Founders Award. Ms Wheeler holds a B.A. in American Studies and Masters in Public and Private Management, Yale University
